BACKGROUND: Kuraki was originally an inhabitant of the distant East City, where Nega Energy training is permitted.  Kuraki was instructed at a young age in the Nega Arts, and learned the proper methods to control his dark power.  Even with his lifelong training, his general power level remained average at best.  After travelling to the west and meeting Kabika, he befriended the inhabitants of Korringwood Village.  When he met Sigma by chance, the villain was impressed with his Nega skills and asked him to join the Evil Alliance.  Eventually giving into temptation, he turned against his lifelong teachings and allowed his Nega powers to be uncontrolled.  He helped form the Sigma Brotherhood, but as time has passed he has grown to miss his old ways of life.
